The Eastern Regional New Patriotic Party (NPP) has honoured Dr Edwin Alfred Provencal for his enormous contributions to the transformation of Bulk Oil Storage and Transportation Company Limited as the Chief Executive Officer.

Dr. Edwin Alfred Provencal has demonstrated exemplary corporate leadership as CEO of the Bulk Oil Storage and Transportation Company Limited (BOST), transforming a troubled state enterprise into a financially viable and well-run organisation. When he took the helm at BOST, the company was saddled with debt, inefficiency, and a low public image. Through his vision, determination and integrity, Dr. Provencal has engineered a remarkable turnaround in just a few short years.
Under his management, BOST has transformed from a deficit entity to a profitable one by increasing storage capacity, enhancing infrastructure, and optimising operations. Dr. Provencal has eliminated corruption, implemented strong corporate governance processes, and positioned BOST to have a crucial role in Ghana’s downstream petroleum sector. Highly regarded by his employees and relied upon by stakeholders, he has reinstated trust in this crucial national resource.
Dr. Provencal’s impact extends beyond his day job. He has been a valued advisor and contributor to the New Patriotic Party’s Eastern Regional Communications Directorate, generously sharing his time, insights and resources to strengthen the party’s public engagement in the region. His sharp mind, persuasive eloquence and impeccable character make him an invaluable partner of the team.
A new generation of public sector leaders in Ghana look up to Dr. Provencal because of his rare blend of political savvy and technocratic expertise. He has shown that state-owned enterprises can be effectively managed, with transparency and profitability, under competent leadership.
